Performance Contract Signed as Key Reform Tool for Higher Education

In a significant move to enhance transparency and effectiveness in the higher education sector, the Ministry of Education has officially launched a new Performance Contract Management (PCM) system. This initiative, developed over several months, underscores the essential role of higher education institutions in national development and the improvement of citizens’ lives.

The PCM signing ceremony, held last week, highlighted the collaborative efforts between the Ministry of Education and forty-seven government universities. The vibrant event reflected a strong commitment to meaningful reforms in higher education.

Minister of Education, Professor Berhanu Nega, stressed that the research conducted by universities and the graduates they produce should play a crucial role in transforming the country and enhancing its global competitiveness. He emphasized the need for universities to ensure their growth, sustainability, and increased autonomy.

The signed agreement aims to foster accountability and uphold quality in education, research, and development. Professor Berhanu reiterated that higher education institutions have a duty to maintain high standards and produce capable graduates.

Under the Key Performance Indicators outlined in the agreement, institutions that demonstrate strong performance will receive additional support, including budgetary allocations, while those that do not meet expectations will be held accountable.

State Minister for Higher Education Development, Honorable Ato Kora Tushune, noted that the PCM will enable universities to align with scientific and international standards through ensuring a transparent monitoring and evaluation framework.

Dr. Jemal Abafita, president of Jimma University, represented JU at the ceremony, signed the performance contract agreement. The PCM will prioritize critical performance areas for Jimma University in the 2017 Ethiopian calendar budget year.

Jimma University is committed to implementing the performance contract effectively by cascading the system throughout its respective working units and establishing a robust performance monitoring and support structure.

This approach will ensure that all colleges, institutes, centers and departments within the university adhere to the activities outlined in the performance contract, stay on track, and receive the necessary support. Consequently, all these units will be held accountable for their performance
