The Jimma University Design and Consultancy Service (JUDCS) today formally handed over a comprehensive set of procurement documents to the Ethiopian Construction Authority (ECA) during a ceremonial event held in Jimma. This marks the successful completion of a significant consultancy project aimed at reforming Ethiopia’s construction procurement framework.
The handover included the newly developed Standard Bidding Document for Design-Build (SBD-DB) and the Directive for Procurement of Construction Works. These documents were prepared by JUDCS under a consultancy agreement with the ECA.
             
          
The scope of the consultancy project encompassed:
· A comprehensive situational analysis of the existing construction procurement system in Ethiopia.
· The development of a standardized bidding document specifically tailored for the Design-Build project delivery method.
· The preparation of a directive to guide the adoption and implementation of emerging project delivery methods, including Design-Build (DB), Turnkey, Construction Management (CM), Integrated Project Delivery System (IPDS), and Design-Build-Operate-Transfer (DBOT).
The ceremony was attended by leadership from Jimma University and the Jimma Institute of Technology (JIT), senior officials from the Ethiopian Construction Authority, members of the ECA Technical Committee, representatives from the Oromia Construction Authority (OCA), and the project team from JUDCS. This milestone initiative represents a substantial contribution to the modernization and strengthening of Ethiopia’s construction industry. The newly developed documents are expected to foster greater transparency, enhance efficiency, and ensure alignment with international best practices in public construction procurement. Furthermore, this project highlights the critical role of national universities in providing high-impact consultancy services that shape national policy and support sustainable development.
