High-Level Team of Experts from Ministry of Education Evaluates Jimma University’s Readiness for Institutional Autonomy

A high-level team of senior experts from the Ministry of Education successfully completed a comprehensive assessment of Jimma University’s preparedness to transition to institutional autonomy. The evaluation took place from May 13 to 18, 2026.

The Ministry of Education has initiated an autonomy transition program designed to grant selected public higher education institutions greater institutional autonomy. This reform aims to elevate the quality of education, strengthen research and community service capabilities, and enhance the international competitiveness of Ethiopian universities.

Jimma University is among the leading institutions identified for this strategic transition. The recent expert assessment represents a critical milestone in evaluating the university’s readiness to assume institutional autonomy.

During the review, the team conducted a thorough examination of policies, guidelines, and regulatory frameworks across the four key pillars of autonomy: academic affairs, administrative governance, financial management, and human resource management. The experts also assessed the university’s centers of excellence, laboratories, research facilities, and supporting infrastructure.
In addition, the assessment included extensive consultative meetings with academic staff, students, university leadership, and representatives of the local community.

The review identified both notable strengths and areas requiring further improvement. These findings were discussed in detail with the university’s senior management and experts alike.

Dr. Jamal Abafita, President of Jimma University, highlighted that the institution has been proactively preparing for autonomy over the past three years. This preparation involved developing robust legal frameworks, strategic plans, and internal guidelines, informed by the university’s rich experience and achievements over the previous decade.

Dr. Jamal emphasized that the transition to autonomy will empower Jimma University to operate with greater efficiency, innovation, and impact, thereby making a more substantial contribution to national development goals.

Members of the review team expressed their appreciation to the entire university community and management for their full cooperation, transparency, and warm hospitality, which contributed significantly to the success of the assessment mission. This positive engagement marks an important step forward in Jimma University’s journey toward greater autonomy and academic excellence.
