Over the last ten years ,the AVU has established the largest network of open, Distance and E-earning (ODEL)centers across the African Development Bank Group (AFDP).
The main purpose of ODEL centers are :

• To be a training facility for pi staff for the use of ICT in the developing.. Management of open Distance and E-Learning(ODEL)
• To be a delivery point for the current and future ODEL programs the ODEL centers will be the physical location where staff are able participate in collaborative work in ODEL;
• To guarantee long-term sustainability by enabling Pis

The main responsibilities of AVU’s are:
Internet connectivity

• VSAT Equipment
• Bandwidth and pricing negotiations
• Assist PI apply for VSAT operation license

Implementation and Training

• Installation of equipment
• Technical / end –user training
• Project Management
